University Council

The Council is a collegial governing body of the University formed according to the Law on Science and Studies which provides that the management of state schools of higher education is composed of the representatives of academic community and the society.

The Council elects the rector, provides strategic objectives of the University, and ensures its accountability and communication with society and founders.

 THE FUNCTIONS OF THE COUNCIL
  • Having regard to the proposals from the Senate, approves University’s vision and mission, strategic action plan proposed by the rector,
  • Having regard to the proposals from the Senate, submits for approval the new amendments to the Statute of the University,
  • Discusses and approves University’s restructuring plans proposed by the rector,
  • Having regard to the proposals from the Senate, establishes procedures on management and implementation of University’s funds and real estate assets,
  • Having regard to the proposals from the Senate, approves on organisational procedures of the election of the rector through the procedure of an open tender,
  • Appoints vice-rectors on the advice of the rector,
  • Establishes principles of selection and assessment of University’s administrative and other employees,
  • Approves internal rules and revaluations of the University,
  • On the advice of the rector, establishes the size of tuition fees and payments which are not directly connected to the implementation of a study programme,
  • Having regard to the proposals from the Senate, establishes the total number of study places, taking into account the possibilities to ensure the quality of studies and research activity,
  • Within one month after submission by the rector, approves the estimates for University’s annual income and expenditure as well as its implementation report; may initiate the audit of University’s economic and financial performance,
  • Within one month after submission by the rector, approves University’s annual activity report, evaluates its compliance with University‘s strategic action plan, the achieved results and their impact,
  • Ensures University‘s accountability and communication with society and the founder,
  • Together with the Senate and University’s administration is responsible for providing University with financial support and funding,
  • Having regard to the proposals from the Senate, approves University’s restructuring or liquidation plans and communicates them to the Seimas,
  • Prepares an annual report of Council’s activities and publishes the report at the University’s website,
  • Performs other functions provided for in KTU Statute and other legislation.
