The tourism sector analysed in the dissertation is treated as complex dynamic and interacting system, in which inter-organizational relations of participants are the prerequisite for functioning of a tourism business system in striving for creating added value for consumers (tourists). The model of tourism business system dynamic structure and the methodology implementing its suitability formulated in the dissertation allows identifying of inter-organizational relations of a tourism business system and forecasting possibilities of the change of this system form. Referring to the multidimensional viewpoint, the business system concept has been specified, decomposition of a tourism business system, which discloses components of tourism business system dynamic structure and their interrelations, has been performed. The created model of tourism business system dynamic structure has been checked by using the methodology of inter-organizational relations of tourism business system participants as essential component of the dynamic system. The methods of expert estimation and panel research of experts allowed identifying the change of inter-organizational relations and forms of tourism business system dynamic structure in the case of Lithuania. Having checked the application of the model of tourism business system dynamic structure, the main conclusions, by referring to which participants of a tourism business system can purposefully develop their inter-organizational relations, can increase potential of their virtuality in striving to uniformly function within a tourism business system and to meet needs of consumers, have been drawn.
